Matter isn't showing in the Microsoft Teams App Store

If Matter doesn't appear when you search the Teams app store, your organization's Teams admin settings likely need to allow it.

If Matter doesn't appear when you search the Teams app store, it's almost always because your organization's Teams admin settings need to allow it. This is controlled by your IT or Teams administrator in the Microsoft Teams admin center — none of it is set on Matter's side.

Why this happens

Microsoft Teams gives administrators control over which third-party apps are available to their organization. If Matter isn't visible in your store, one of the following is usually the cause:

  • Third-party apps are turned off org-wide

  • Matter hasn't been set to Allowed yet

  • Matter hasn't been made available to your user or group

  • Changes were made recently and haven't finished taking effect

How to fix it (for your Teams administrator)

These steps require a Teams Administrator role.

  1. Sign in to the Teams admin center at admin.teams.microsoft.com.

  2. Go to Teams apps, then Manage apps.

  3. Search for "Matter" and open the app. If the status is Blocked, change it to Allowed. If it shows Blocked by publisher, review any setup guidance on the app's details page, then set it to Allowed.

  4. On the app's details page, confirm Matter's availability — either everyone in the organization, or the specific users and groups who need it for testing. (Microsoft now manages this per-app; the older app permission policies have been retired.)

  5. Open Org-wide app settings (under the Actions menu on the Manage apps page) and confirm Third-party apps are permitted. If third-party apps are turned off here, no external app will appear regardless of individual app settings — this is the most common cause.

  6. Save. Changes can take a few hours to take effect before Matter appears in the store.

Note: If your organization manages apps through the Microsoft 365 admin center, Matter can also be allowed under Integrated apps there.

If you're not an administrator

You can request Matter directly within Teams. Search for Matter in the App Store, and if it's restricted, select the option to request it. Your Teams administrator will receive a notification and can approve it.

Notes for specific environments

  • Government/GCC tenants: All third-party apps are blocked by default in Microsoft 365 Government (GCC, GCC High, and DoD) environments. Your administrator will need to deliberately allow Matter.

  • Recent changes: If your admin just allowed Matter and it's still not showing, wait a few hours and check again — settings take time to propagate. You can also check in the Teams web browser for faster results: teams.microsoft.com
